Does umotion supports create IK handle for a tail which has a lot of bones?

thank you very much for your support request.

Yes UMotion supports creating IK chains of arbitrary length, but I wouldn't recommend it for the purpose of animating a tail. Instead, hold SHIFT while selecting the top most bone of the tail. This will automatically select all children. Then use the rotation tool to smoothly distribute the rotation across all bones of your tail:
