Is there an easy way to make it so that my dragon's claws are always above the ground and level with other legs? Ex. When in idle, my dragon is breathing, so it moves slightly up, then slightly down. I don't want the claws to move.

thank you very much for your support request.

Yes sure, this can be done using IK Pinning. You need to set up IK for the legs of the dragon. Then also setup a Child-Of constraint in IK Pinning mode.
