I am working on aiming blend trees and I am having a hard time changing 30-40 keyframes from a default animation. Is there a way to use the rotation tool for all keyframes at once?

Hi Sky,
thank for your support request.

Yes this is possible but not the way you currently think about this problem. In order to affect multiple keys at the same time, you need create a new additive layer on top of the existing layer. Keys on an additive layer always accumulate to the keys in lower layers.
